Brazil's medical device market is experiencing a unique moment. As you read this article, companies are accelerating their MDSAP (Medical Device Single Audit Program) certification processes, and there are strategic reasons behind this rush.

If you work in quality, regulatory affairs or management at a medical device company, you need to understand why this is the time to invest in MDSAP compliance.

The Landscape That Is Changing the Game

In recent months, three factors have converged to create an unprecedented window of opportunity in the sector.

1. Major Investment in Healthcare

The federal government has allocated R$ 31.5 billion through to 2026 under the Novo PAC da Saúde. This investment will build hospitals, primary healthcare units (UBS), maternity facilities and specialist centres, all needing certified medical devices.

The equation is simple: more infrastructure means more demand for compliant suppliers.

2. Easier Exports to 5 Markets Simultaneously

MDSAP brings together requirements from five jurisdictions in one quality management system audit. Product registration and market access remain subject to each country's rules:

CountryRegulatory authority
BrazilANVISA
United StatesFDA
CanadaHealth Canada
AustraliaTGA
JapanPMDA

As Brazilian industry grows, certified companies gain a competitive advantage domestically and in exports. Recent data show that Brazilian medical device production reached US$ 3.25 billion in 2024, growing by 3.1%, one of the highest rates in the past 15 years.

3. A Shortage of Qualified Professionals

Here is the bottleneck: the market needs auditors, quality managers and professionals trained in MDSAP, but they are scarce.

Companies are struggling to find people who understand the requirements of the 5 countries, can conduct internal audits and can prepare the organisation for certification.

Why NOW Is the Right Time

A Window for Strategic Preparation

Companies obtaining certification now will be ready to capture opportunities arising from government investment reaching the market through to 2026. Those who leave it until later will compete in an already saturated market.

A Competitive Advantage in Tenders

Suppliers with MDSAP certification have a clear advantage in tendering processes. Regulatory compliance has moved beyond being merely a requirement to becoming a competitive differentiator.

Earlier Access to International Markets

As healthcare becomes more global, medical devices need to meet the requirements of multiple markets. MDSAP allows requirements from multiple jurisdictions to be brought together in a management system audit; each market's registration and marketing requirements remain applicable.

What Companies Are Doing to Prepare

1. Investing in Internal Training

Leading companies are training their teams before engaging external consultants. Why? Because trained internal professionals:

  • Reduce consultancy costs
  • Maintain compliance over the long term
  • Understand the company's circumstances better than external professionals

2. Conducting Strategic Gap Analysis

Before entering the certification process, forward-looking companies map their gaps. This avoids unpleasant surprises in official audits and allows realistic scheduling and budgeting.

3. Developing Internal Lead Auditors

Having a certified MDSAP Lead Auditor in the internal team is a strategic asset. This person:

  • Conducts effective internal audits
  • Identifies nonconformities before official audits
  • Prepares the team for external audits
  • Reduces reliance on consultants

The 7 MDSAP Processes You Need to Master

MDSAP certification is not just about documentation; it is about mastering 7 critical processes:

ProcessDescription
1. ManagementStrategic planning, resources and monitoring of quality objectives.
2. Marketing AuthorisationEstablishment registration and regulatory compliance in each country.
3. Measurement, Analysis and ImprovementMonitoring, control of nonconformities and corrective actions (CAPA).
4. Post-market SurveillanceComplaints, adverse events, recalls and notifications to authorities.
5. Design and DevelopmentPlanning, validation and verification of new products.
6. Production and Service ControlsProduction processes, traceability and in-process controls.
7. PurchasingManagement of critical suppliers and the supply chain.

Companies that master these processes do more than pass audits: they build robust quality systems that deliver real operational efficiency.

The Advantage of Preparing Early

While most companies react to regulatory pressure, leaders prepare in advance. They see MDSAP certification as a strategic investment, rather than a cost.

Benefits Beyond Certification

Companies implementing MDSAP in a structured way report:

  • Reduced waste through standardised processes
  • Less rework through effective quality controls
  • Better traceability, reducing recall risks
  • A quality culture throughout the organisation

How Professionals Are Positioning Themselves

The market increasingly values professionals with MDSAP skills. Quality managers, internal auditors and regulatory specialists who master the programme have:

  • Greater employability
  • Above-average salaries
  • Opportunities in Brazilian and multinational companies
  • An easier path to an international career

Training People and Certifying the Manufacturer

Lead auditor training develops auditing skills. A manufacturer's MDSAP certification is a process conducted by organisations recognised by the programme; a training certificate does not replace that certification or automatically authorise official audits.

The Cost of Being Unprepared

While some companies rush to obtain certification, others hesitate. The problem? The cost of inaction is rising.

Lost Market Opportunities

Tenders and contracts require certified suppliers. Without MDSAP, your company misses out on opportunities worth billions.

Export Barriers

International markets are closed to those without compliance. The window for easier exports may not last forever.

Noncompliance Costs

Fines, recalls, rework and reputational damage cost far more than investing in preventive certification.

Next Steps: How to Begin

If your company has not yet begun its MDSAP journey, here is a practical roadmap:

  1. Learn about the programme. Before engaging expensive consultants, understand what MDSAP is, its requirements and how it applies to your business. Internal knowledge reduces costs and accelerates implementation.
  2. Train your team. Invest in training for key professionals. Having trained people internally is more efficient than depending indefinitely on external consultants.
  3. Conduct a gap analysis. Map where your company stands and where it needs to be. This creates a realistic roadmap and avoids surprises along the way.
  4. Implement improvements gradually. MDSAP does not need to be implemented all at once. Forward-looking companies make incremental improvements, testing and adjusting throughout the process.
  5. Prepare for the audit. Simulate internal audits before the official one. This trains the team, identifies weaknesses and substantially increases the chances of passing at the first attempt.

The Decisive Moment

The medical device market is changing. Government investment, growth in Brazilian production and the opening of international markets have created a perfect storm of opportunities.

Companies and professionals preparing now will be ready to capture them. Those who hesitate will see less prepared competitors taking those positions.

The question is not "whether" your company needs MDSAP, but when you will start preparing.

Is your company ready for the opportunities ahead?

Trained professionals make the difference between a smooth certification process and months of rework. Investing in knowledge today secures competitiveness tomorrow.
